I have the chin spoiler from a CityX which I presume is the same.
It is not black, it is another colour.
However, many shops sell tins of stuff called black paint which would transform the chin spoiler I possess into the one you desire.
PM me if you are interested in this once-in-a-lifetime chance to buy a pre-owned Buell chin spoiler.

After opening the plastic bag in which some of my Buell spares are stored I can confirm that my XB chin spoiler is in fact black.
This will save any potential purchaser the misery, pain and heartache of a trip to Paint-r-Us, and susequent mess all over the kitchen/shed/garage.
