By the time carriage and duty was paid on that, it would be cheaper to get a brand new one from BB

Why is a working fan so essential on an air cooled motor ?

Because the rear cylinder doesnt get the air flow to cool it sefficiently. Although the air is ducted to the rear it needs the fan to extract the warm air to enable the duct to supply cooler air.

I believe Eric Steerforth tested a cooling fan on the pre War Hurley Pugh 'Wilderbeeste'. It consisted of a sprung loaded driving wheel that could be lowered to the ground during high speed runs, the wheel driving a belt made from Stingray skin (waterproof and gave good grip on the pulleys) which was then used to drive a side mounted fan. A similar arrangement is used by NYPD on their 'Glides.
Steerforth abandoned this device after it nearly cost him his life when it got stuck in Tram rails while he was giving demo runs up and down the Prom
The Mayor of Blackpool wrote a stiff letter to the MD of Hurley Pugh and funding for the project was withdrawn ;)
