You can if you write some software for it. I was going to have a crack at it a few years ago. The PalmSpy has all the source code in Handheld Basic, you could rewrite it in whatever MS product there is for Windows CE or Mobile or whatever it runs.

As for a cable, you need TTL level RS232, you can find pinouts for your ipaq at http://pinouts.ru and the pinouts for your Buell in the manual.
