ALL Buell and Harley motorcycles (and pretty much most others) are set up very lean at the factory in order to get through ever tightening emmissions laws. Even in stock form most will benefit from some kind of fuelling device or remapping in order to get an AF value that actually allows the engine to work as intended.
If you fit a free flowing exhaust then you will definitely need to do something, as it will be extremely lean. Some exhaust manufacturers will tell you than retuning isn't necessary, but they are usually wrong.
The Free Spirits Reverso/404 and RS402 headers are without doubt one of the very best exhausts for the XB in terms of mid range and top end performance gains (in a dyno test by Hal's HD they came out above every other road legal system available), so it stands to reason that some tuning will be needed.
The 08 bikes are very restricted in stock form by the narrow header pipes and catalyst, so if you fit a decent set of headers and a pipe it is pretty much certain that you will have to do something. As the choice for tuning the 08 bikes is quite limited it leaves just the TFi (or Kitech or other rebadged TFi unit) and the Powerizer really. Power Commander don't make a unit to fit the Buell, and to be honest they never worked well on the old X1's when they were available (although the new PC-V works fine on Sportsters).
I tell everyone that buys an exhaust from us exactly the same, but I don't try to push a tuner on them if they don't want it. I will usually say that they should try it without and see how it goes, as they can always add the tuner later.
