 Post subject: Tank neck seal

Need some advice fellas - went to put my old manta tank on the M1 yesterday and the fuel cap won't get past the rubber neck seal without a lot of force and I can't turn the clasp. I can't remember now if I swapped the neck seal on this tank for the one off my early tank but I don't think so.
Does anybody know if the design altered in the 90's - the troublesome one seems to have no clearance around the point that it meets the alloy clamp ring for the plastic of the tank cap to rotate.
Or is this just the effect of aging/storage and can I treat the rubber to restore it?

It some fuel in it and put some silicon grease on the rubber lip. It has dried out.
