Nope, basic principles dictate that a CV could never be as efficient as a flatslide, regardless of engine set-up.

Do the same basic principles not dictate that a CV carb, which opens more slowly at a rate more consistent with the increasing fuel flow, feels smoother than a flatslide which, if cracking the throttle fast enough, can increase the airflow faster than the fuel flow and thus cause some hesitation?

CV carbs feel smoother and work at a wider variety of throttle openings and engine speeds. Flatslides are more efficient but also more suited to those who rag their arse out of their motors.
