GB got onto Donington a couple of years ago, but that was a rare day with no (or, at least, less draconian) noise restrictions; but Donington is a ploughed field at the moment. It seems that every other UK track has a blanket 105dB limit, and they all stick rigidly to the rules (this isn't France, after all! )

There's always Circuit Carole to the northeast of Paris. They have regular bike-only sessions, and I believe it's free to get on track every Friday from 13.00-17.00 and on Saturdays and Sundays from 14.00-17.00.
