I wouldn't say it's a case of one or the other, but both working together.

Take the exhaust Albert666 made - classic hands-on fabrication but then using Tubbs, Pash and ECMspy to test it out and make sure it works as well as can be on the bikes.

Creating more power always requires a wrench, because first of all it's more air that has to get into the engine, then it's possible to follow with fuel.
